Protecting Your Home: Baltimore’s Legacy Homeowners Pilot Program

At HomeFree-USA, we believe that homeownership should be protected—not lost—especially for those who have built their lives and communities right here in Baltimore.

That’s why we’re committed to bringing you timely, trusted information about programs that can help you stay in your home, protect your equity, and secure your future.

One important opportunity available right now is the Legacy Homeowners Pilot Program.

What the Program Offers

This City of Baltimore initiative is designed to help longtime homeowners avoid displacement by forgiving certain property tax debt through the Tax Sale Coordination and Prevention Services program.

With a $2 million fund available, assistance is limited—once the funds are used, the program will close.

Who Qualifies?

You may be eligible if you:

  • Are 65 years or older
  • Have lived in your home for at least 10 years
  • Own a home valued at $250,000 or less
  • Have a household income of $73,000 or less
  • Are at risk of tax sale or have received a Final Bill and Legal Notice

Applicants must also be enrolled—or be willing to enroll—in the Baltimore City Tax Sale Deferral Program.

Why This Matters

For many families, your home is your legacy. Programs like this help ensure that rising costs don’t force you out of the community you helped build.

At HomeFree-USA, we see every day how the right support and information can make the difference between losing a home and keeping it.

How to Apply

Homeowners can apply online or in person, with support available throughout the process. Be prepared with:

  • A government-issued ID
  • Utility bills showing your address
  • Proof of income

City staff are available to help you complete your application.
